HUD CoC Competition 2026

The Continuum of Care (CoC) Program is designed to promote communitywide commitment to the goal of ending homelessness; provide funding for efforts by nonprofit providers, and State and local governments to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness; promote access to and effect utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among individuals and families experiencing homelessness.

HUD has released the FY26 Grant Inventory Worksheet (GIW). CoC staff will be connecting with projects to review the GIW for any changes. To see specific details, look at the Competition Overview section.

Join us at the FY26 Grant Applicant Training for the IA BoS CoC Local Competition! This meeting will focus on new and renewal applications for the local competition and is open to the public for all to attend.

2026 Competition Updates

On June 1, 2026  HUD released the FY 26 CoC Notice of Funding Opportunity (NOFO).

You are invited to attend a public meeting outlining the NOFO and local competition information on June 15 at 1 pm. You can add this to your calendar here.

If you do not currently receive specific information about the local competition but are interested, please update your mailing preferences.

The Fiscal Year 2026 (FY26) Notice of Funding Opportunity (NOFO) was released on 6/1/26. Read the NOFO here.

As laid out in the text of the FY26 Transportation and Housing & Urban Development (THUD) bill it states, HUD must release the FY2026 Notice of Funding Opportunity (NOFO) for the CoC Program by June 1, 2026, and make awards by December 1, 2026.

On April 21, 2026, the FY 2026 Continuum of Care Competition and Youth Homelessness Demonstration Program Grants NOFO was updated noting the following:

  • Estimated post date: 5/29/26

  • Estimated Application Due Date (Consolidated Application): 8/26/26

  • Estimated Award Date: 12/1/26

E-Snaps Application Resources

If you need to create access to e-snaps please access the e-snaps resources. For any technical issues or support needed for e-snaps please contact- e-snaps@hud.gov.

The forms below will be shared when HUD makes them available for the 2026 Competition Process. Please note, only projects that are ranked for funding in the 2026 Local CoC Competition Process will complete the E-snaps applications.

  • New Project Application Resources for the CoC Program- This includes detailed instructions and a navigational guide for new projects in esnaps and will be shared when available.

  • Renewal Project Application Resources for the CoC Program- This includes detailed instructions and a navigational guide for renewal projects in esnaps and will be shared when available.

  • HUD 2991 Form- Certificate of Consistency: If your project is in an entitlement city, you must get this form completed by a certified official (City/County Officials, Public Housing Authority) and will be due with your e-snaps submission.  CoC staff will inform applicants of timeframe for completion, which is provided in the Notice of Funding Opportunity (NOFO).
