HUD CoC Competition 2026

The Continuum of Care (CoC) Program is designed to promote communitywide commitment to the goal of ending homelessness; provide funding for efforts by nonprofit providers, and State and local governments to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness; promote access to and effect utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among individuals and families experiencing homelessness.

Join us at the FY26 Grant Applicant Training for the IA BoS CoC Local Competition! This meeting will focus on new and renewal applications for the local competition and is open to the public for all to attend.

Please note - this session will be recorded. The slides and recording will be available on this page once the training is complete.

In June 2026, HUD released the Notice of Funding Opportunity (NOFO) for FY26. During that time, litigation was filed in regard to the FY26 NOFO. Through this litigation, on Friday, August 7, 2026, the court ordered HUD to vacate the issuance of its 2026 NOFO. We are currently waiting for a response from HUD regarding this order and their next steps.

The CoC Board met, Monday, August 10, and decided to pause the competition process until we receive further direction from HUD.

HUD provided an email on August 10, 2026 noting that due to the court’s order, the 2026 CoC Notice of Funding Opportunity (NOFO) and the August 26, 2026 application submission deadline are no longer in force as HUD is unable to accept applications at this time.

HUD also noted that they will be evaluating the order and considering all legal options, including an appeal to the U.S. Court of Appeals for the First Circuit.

Due to these updates, we will continue with the pause on our FY2026 Local CoC Competition. Once more information is available regarding next steps the CoC will reach out to provide an update.

At this time, due to the uncertainty of how HUD plans to move forward, we will not be releasing any information for the FY26 Local CoC Competition including grant awards, grant scores, or grant review information until we have a definitive answer from HUD.

2026 Competition Updates

HUD has released the FY26 Grant Inventory Worksheet (GIW). CoC staff will be connecting with projects to review the GIW for any changes. To see specific details, look at the Competition Overview section.

On June 1, 2026  HUD released the FY 26 CoC Notice of Funding Opportunity (NOFO).

You are invited to attend a public meeting outlining the NOFO and local competition information on June 15 at 1 pm. You can add this to your calendar here.

If you do not currently receive specific information about the local competition but are interested, please update your mailing preferences.

The Fiscal Year 2026 (FY26) Notice of Funding Opportunity (NOFO) was released on 6/1/26. Read the NOFO here.

As laid out in the text of the FY26 Transportation and Housing & Urban Development (THUD) bill it states, HUD must release the FY2026 Notice of Funding Opportunity (NOFO) for the CoC Program by June 1, 2026, and make awards by December 1, 2026.

On April 21, 2026, the FY 2026 Continuum of Care Competition and Youth Homelessness Demonstration Program Grants NOFO was updated noting the following:

  • Estimated post date: 5/29/26

  • Estimated Application Due Date (Consolidated Application): 8/26/26

  • Estimated Award Date: 12/1/26

Potential new applicants: Reminder that applications for new projects are due 7/27/26 at 12 pm. No late submissions will be accepted.

Upcoming event: IA BoS CoC will host a virtual listening session on 9/14/26 at 1:30 pm. You are invited to share feedback about the FY26 competition during this time.
