HUD CoC Competition 2026
The Continuum of Care (CoC) Program is designed to promote communitywide commitment to the goal of ending homelessness; provide funding for efforts by nonprofit providers, and State and local governments to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness; promote access to and effect utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among individuals and families experiencing homelessness.

2026 Competition Updates
The Fiscal Year 2026 (FY26) Notice of Funding Opportunity (NOFO) has not been released yet by HUD.
As laid out in the text of the FY26 Transportation and Housing & Urban Development (THUD) bill it states, HUD must release the FY2026 Notice of Funding Opportunity (NOFO) for the CoC Program by June 1, 2026, and make awards by December 1, 2026.
Please note that items may be updated once the 2026 Notice of Funding Opportunity has been released.

E-Snaps Application Resources

These will be shared when HUD makes them available for the 2026 Competition Process. Please note, only projects that are ranked for funding in the 2026 Local CoC Competition Process will complete the E-snaps applications.

Renewal Project Application Resources for the CoC Program- This includes detailed instructions and a navigational guide for renewal projects in esnaps and will be shared when available.
HUD 2991 Form- Certificate of Consistency: If your project is in an entitlement city, you must get this form completed by a certified official (City/County Officials, Public Housing Authority) and will be due with your e-snaps submission. CoC staff will inform applicants of timeframe for completion, which is provided in the Notice of Funding Opportunity (NOFO).
